In order to further regulate the management of the dyeing and printing industry and accelerate the structural adjustment and transformation and upgrading of the industry, the Ministry of Industry and Information Technology revised two industry normative documents, "Entry Conditions for the Dyeing and Printing Industry (2010 revised version)" and "Interim Measures for the Management of the Announcement of Entry of Dyeing and Printing Enterprises," forming and issuing "Normative Conditions for the Dyeing and Printing Industry (2017 version)" and "Interim Measures for the Management of the Announcement of Dyeing and Printing Enterprises." The two new versions of the documents came into effect on October 1, 2017, and the two old versions were abolished at the same time. It is understood that the 2017 version of the normative conditions for the dyeing and printing industry stipulates that enterprises are prohibited from using equipment that does not meet environmental protection requirements, product quality qualification rate reaches more than 95%, product energy consumption and fresh water intake must meet the specified requirements, etc.

Some small and medium-sized enterprises with heavy pollution, low technology, and poor profitability are unwilling or unable to bear the cost of environmental protection and technological transformation and therefore withdraw, thus accelerating industry integration, eliminating backward production capacity in the industry, and improving industry concentration; on the other hand, it guides dyeing and printing enterprises to actively upgrade equipment, carry out intelligent transformation, and technological innovation, improve production efficiency, optimize product structure, increase product added value, and thus meet the trend of in-depth processing, high-grade, and functional development of textiles.

The dyeing and printing industry is a labor-intensive industry and has a significant demand for labor and water resources, so the dyeing and printing industry is mostly concentrated in densely populated areas with abundant water resources. In recent years, affected by environmental pressure, rising costs, and other factors, many backward production capacities have been eliminated, and the trend of industry concentration has become apparent, and the regional concentration has further increased. At present, the output of China's dyeing and printing industry is mainly concentrated in 5 provinces in East China and South China (Zhejiang, Guangdong, Jiangsu, Fujian, and Shandong). In recent years, the output of dyed fabrics in these 5 provinces has accounted for more than 90% of the national total.
Zhejiang Province's dyeing and printing industry has long ranked first in the country in terms of dyed fabric output, and in recent years, the output of dyed fabrics has accounted for more than 50% of the national total. The total wastewater discharge in the province has been reduced by more than 25%-30%, the reuse rate of dyeing wastewater has reached more than 35%-50%, the level of dyeing equipment has been significantly improved, and advanced energy-saving and water-saving technologies have been widely promoted and applied.

Jiangsu Province has a long history in the dyeing and printing industry, and its dyeing and printing production capacity ranks second in the country, with the export share of the dyeing and printing processing industry accounting for 1/3 of the national total export of dyeing and printing processing. The dyeing and printing industry in Jiangsu Province is mainly concentrated in the Taihu Lake Basin, and dyeing and printing enterprises are mainly distributed in Changzhou, Suzhou, Wuxi, and Zhenjiang, among which Suzhou has the largest number of dyeing and printing enterprises. The publication and implementation of the new "Regulations on the Prevention and Control of Water Pollution in Taihu Lake in Jiangsu Province" have strictly enforced environmental access requirements, forcing the transformation and upgrading of the dyeing and printing industry in the Taihu Lake Basin of Jiangsu Province and promoting the scientific, orderly, and green development of the dyeing and printing industry.

The main dyeing and printing bases in Fujian Province are Changle, Shishi, and Jinjiang. Changle is mainly engaged in warp-knitted dyed fabrics, and its total knitting and dyeing capacity is slightly larger than that of Shishi. Shishi is mainly engaged in weft-knitted dyed fabrics. Among them, Shishi is a city with textile and garment industry as its leading industry, and has successively won the titles of "China's Leisure Apparel City", "First Batch of National Textile Model Industrial Clusters", and "Top Ten Demonstration Clusters of the National Garment Industry".

Guangdong Province is a major textile province in China, and the development scale of the dyeing and printing industry has consciously undergone structural adjustments due to the improvement of product quality and standards in international trade and environmental constraints. For example, Shenzhen has gradually withdrawn from the dyeing and printing industry at the beginning of this century; Guangzhou and other places, with the adjustment of urban functions, have implemented measures such as "retreating from secondary industry and developing tertiary industry", retreating to the suburbs for development. After continuous adjustment and improvement, Guangdong Province's dyeing and printing industry is among the top in the country in terms of production capacity, technology, processes, and equipment.

Shandong Province's dyeing and printing industry has been a major force in the national dyeing and printing industry for many years, and it is at the forefront of the country in terms of production scale, product quality, technological innovation, export earnings, development speed, and brand building. Since the 1990s, the development of Shandong's dyeing and printing industry has entered a rapid period, and a large number of excellent enterprises have been newly built and expanded, such as Huafang Co., Ltd., Yuyue Home Textile, Dahai Group, and Phoenix Dyeing, which enjoy high reputations both domestically and internationally and play an important role in the development of the local economy.

Calculations show that after the completion of the "1+7" regional shared factory system in the dyeing and printing industry, it will basically make up for the shortfall in Shandong Province's dyeing and printing production capacity. At the same time, it is expected to generate an additional 22 billion yuan in sales revenue, 2.1 billion yuan in profit, and 4 billion yuan in taxes and profits annually; it can save 68 million tons of water, 800 million kilowatt-hours of electricity, and 4.1 million tons of steam, reduce wastewater discharge by 64 million tons, and drive an increase of over 100 billion yuan in revenue for the province's textile and apparel industry.
Overall, with the continuous strengthening of environmental protection supervision, some small and medium-sized enterprises that cannot afford the cost of "three wastes" treatment will face challenges, while large and medium-sized dyeing and printing enterprises will continue to improve their environmental protection facilities, enhance their market competitiveness, and increase their market share by leveraging their management, capital, and scale advantages. Under policy guidance, the dyeing and printing industry will further optimize its industrial structure, and the level of industry standardization will continue to improve.
