Chaoyang's dyeing industry in Guangdong embarks on a path of transformation and rebirth

After being shut down for a year and a half, Chaoyang District, Shantou City finally welcomed the trial production of its first dyeing enterprise. Recently, at the Chaoyang Textile and Dyeing Environmental Protection Comprehensive Processing Center (hereinafter referred to as "Chaoyang Dyeing Center"), in the factory of Shantou City Jiamei Knitwear Garment Co., Ltd., 96 brand-new high-temperature dyeing vats and 13 tentering production lines are being debugged and will soon be put into formal production.
The Chaoyang Dyeing Center project is a key livelihood project overseen by the Guangdong Provincial Party Committee and Provincial Government, and also one of the projects to implement the central environmental protection inspection rectification of the Lianjiang River environmental protection project. The project started construction in November 2018 and completed the construction of park water supply, power, heating, and sewage treatment facilities by June 2020. It has basically completed the construction of park roads, staff dormitories, management centers, general factories, gas projects, and communication facilities, meeting the conditions for dyeing enterprises to move in and start production, and completing the node target tasks proposed by the province.
Factories are lined up in the Chaoyang Dyeing Center
After nearly two years, the Chaoyang Dyeing Center has transformed from a "desolate wasteland" into a place "lined with factories," full of vitality. So, how did Chaoyang promote the construction of this environmental protection project? What does the trial production of the first dyeing enterprise mean? The reporter went to the project site for an interview.
Rebuilding the Engine: 1500 Mu of Land Acquired within 2 Months

The Chaoyang Dyeing Center is located in Haimen Town, at the estuary of the Lianjiang River. In May 2018, it relocated to the Haimen area of Shantou City's Industrial Transfer Industrial Park. The total planned land area is 1500 mu, of which about 880 mu was acquired from Hubian Village and about 620 mu from Jinghai Village.
"The beginning was a major hurdle. On the one hand, the land acquisition area was large, the time was tight, and the task was heavy; on the other hand, many people, upon hearing that it was an environmental protection project for dyeing, had a psychological aversion." Yao Zhuangzhe, the deputy director of the Chaoyang Economic Development Pilot Zone and person in charge of the dyeing center, frankly admitted that initially, some residents had misunderstandings and were worried that dyeing enterprises would have a negative impact on the local living environment.
How to do ideological work among the masses? Yao Zhuangzhe told the reporter that the key is to explain to the masses the scientific management and compliance emission standards of the park, as well as the benefits the project will bring to local development and residents after it is implemented.
"The governance of water pollution in the Lianjiang River Basin is of great importance, and it is highly valued from the central government to the provincial, municipal, and district levels. At the same time, the effectiveness of the governance directly affects the ecological environment construction of Haimen Town." Yao Zhuangzhe said that the plan is to accommodate 51 dyeing enterprises in the park, which will add a new engine to the development of Haimen Town, increase local tax revenue and residents' dividends, and promote employment. "After explaining these important significances and benefits to the masses, everyone gradually accepted and recognized them."
To this end, Haimen Town specially established a land acquisition working group, with close communication and coordination between the town and village party organizations and the enterprise party organization, implementing a grid-based management system for party members to connect with the masses, organizing town and village party members and cadres to conduct household-by-household publicity and explanation work, explaining the importance of environmental protection infrastructure project construction to the masses, winning the support of the broad masses, and ultimately obtaining unanimous approval for the project land acquisition at the villagers' representative meeting. In June 2018, the land acquisition work was successfully completed, laying a solid foundation for the start of the project construction.
Accelerating the Pace: "Four Major Projects" Complete Construction Ahead of Schedule
In the Chaoyang Dyeing Center, two huge pipelines stand tall and traverse the park, which is really eye-catching. "This is the heating pipeline network, which is essential equipment for enterprise production." Yao Zhuangzhe introduced that the project was completed in late June, and the main pipeline network was fully commissioned, solving the heating conditions for the first enterprise to conduct commissioning production.
The heating project is one of the four major projects (water supply, power supply, heating, and sewage treatment plant) in the Chaoyang Dyeing Center project construction, undertaken by Huaneng Haimen Power Plant. It officially started construction in November 2019, with a total heating pipeline length of about 15.5 kilometers. At the beginning of this year, affected by the epidemic, the medium and low-pressure pipe materials required for the project could not be delivered in time, and many out-of-province employees were hindered from returning to work, which to some extent affected the project progress. After understanding the difficulties, the main leaders of Haimen Town and the dyeing center repeatedly went deep into the participating units to coordinate and solve the problems of material transportation and resumption of work, creating favorable conditions for accelerating construction.
"During the construction process, we used irregular on-site inspections and on-site office work to understand the project construction progress in detail and coordinate to solve outstanding problems in the project promotion process." Yao Zhuangzhe told the reporter that during the construction period, Haimen Town and the dyeing center also actively handled residents' appeals properly, obtaining their understanding, support, and cooperation, and maintaining a good situation of "zero work stoppage and zero visits."
With the joint efforts of all parties, Huaneng Power Plant accelerated the construction progress, implementing a three-shift system around the clock, with more than 400 workers working together. By June 25, the project was completed, 5 days ahead of the commissioning target. Currently, heating agreements have been signed with 45 enterprises in the park. It is reported that after the project is put into normal production, it will replace 101 local scattered coal-fired boilers, reducing coal consumption by 240,000 tons per year, reducing carbon dioxide emissions by 580,000 tons, sulfur dioxide by 3712 tons, and nitrogen oxides by 4505 tons, contributing to the comprehensive governance of the Lianjiang River Basin.
In fact, in addition to the heating project, the construction of power supply, water supply, and sewage treatment plants was also completed ahead of schedule, which means that the Chaoyang Dyeing Center has the conditions for production and operation and has achieved the target task proposed by the province of "basically completing the construction of the Chaoyang District Textile and Dyeing Environmental Protection Comprehensive Processing Center by the end of June 2020." Currently, the project is entering the final stage of construction of supporting projects such as park road greening and lighting.
Agglomeration Effect: 32 Enterprises Have Moved In, and the First Enterprise Is About to Start Production
"This is Xingye, this is Sihai, Jiamei, Hengfengtai, Maoxing, Guangsheng, Yuliangfa, Xin Xingya...These enterprises with self-built factories are representative of the larger dyeing enterprises in Chaoyang District." Walking along the 42-meter-wide main road in the park, Yao Zhuangzhe introduced to the reporter that 16 enterprises with self-built factories have all moved in and are under construction, of which Jiamei Knitting has been completed and is undergoing trial production, some are accelerating equipment installation, and other enterprises are accelerating construction.
In the process of serving the construction of enterprises moving into the park, Haimen Town and the dyeing center insist on actively acting as "shop assistants," establishing the awareness that "everyone is a service staff for enterprises and a coordinator for projects," and coordinating with relevant functional departments and financial institutions to support and assist enterprises in handling electricity, water, construction reporting, and loans, maximizing efforts to promote the construction and trial production of enterprises moving into the park.
As of now, in addition to the 16 enterprises with self-built factories, another 16 small enterprises have moved into general factories and are designing and installing equipment. "Jiamei Dyeing has taken the lead in completing trial production, which will demonstrate and drive more enterprises moving into the park to accelerate the production progress, and we believe that it will soon exert its industrial agglomeration effect." Yao Zhuangzhe said.

Recent data released by the General Administration of Customs shows that clothing and textile exports both declined in July. In RMB terms, textile and clothing exports totaled 181.39 billion yuan, down 18.24% year-on-year and up 1.82% month-on-month, and down 4.21% compared to the same period in 2019; of which, textile exports totaled 75.06 billion yuan, down 33.73% year-on-year and down 6.90% month-on-month, but up 1.30% compared to the same period in 2019; clothing exports totaled 106.33 billion yuan, down 2.08% year-on-year and up 9.03% month-on-month, but down 7.76% compared to the same period in 2019.
